Prowers County Board of Commissioners meeting of October 28, 2026

The Prowers County Board of Commissioners held a regular work session October 28, hearing updates from Abbie Campbell, County Treasurer and Paula Gonzales, County Finance/Budget Officer. Also at the meeting to speak to the board were Jack Goble, General Manager of the Lower Arkansas Valley Water Conservancy and Leroy Mauch, Vice-Chairman of the Board of Directors for same. They presented to the board proposed revisions to C.R.S. 37-92-305(4.5)(a). The lengthy revisions would greatly expand the language of the statute which deals with revegetation and water rights. The revision would specify that the cost of such revegetation be the responsibility of the owner of the water rights for agricultural purposes. Also included in the proposed revision concern provisions for weed management and dryland farming. The revision will eventually be introduced to legislation.
On the agenda for the afternoon’s meeting (which our reporter was unable to attend) were approval for moving the December 9, 2025 meeting to December 8 as well as canceling the December 23, 2025 meeting. Credit card authorization requests with $1,000 limits for 10 county employees was to be voted on. Bills presented for the County General Fund in the amount of $234,024.08, Department of Human Services Fund in the amount of $12,115.18, and H3C Fund AP in the amount of $1,100.41 were to be ratified. Approval of fairgrounds facility rentals and waiver of fees for animal spay/neuter clinics scheduled in March and November of 2026 were being asked for. Ratification of an email poll approving submission of a Homeland Security Grant for Prowers County Sheriff’s Office and Prowers County Rural Fire with no matching funds required was also on the agenda. Lastly, the approval of Memorandums of Understanding to facilitate the Prowers County Hotline County Connection Center with answer and processing of Child Welfare and Adult Protection Services related hotline calls and performing tasks outlined in the MOUs effective January 1, 2026 and ending December 31, 2026 with the following counties: Eagle, Archuleta, Kiowas, Mesa, Moffat, Otero, and Teller was to be voted on. Two Executive Sessions were also on the agenda at the end of the meeting to meet with the county attorney.
