New 2027 Colorado driving laws targeting teen safety

Starting January 1, 2027, getting a learner’s permit in Colorado will require more comprehensive training for young motorists. Under House Bill 24-1021, the state is rolling out updated education standards for all permit applicants under the age of 21.

Passed to enhance public safety and lower traffic fatalities among young drivers, these changes ensure every young driver receives formalized instruction before a permit is issued. By targeting driver preparation early, the law provides new motorists with a thorough understanding of defensive driving, right-of-way rules, and road risks before they ever take the driver’s seat.

Key Changes to Learner’s Permit Requirements

The updated standards apply to any individual applying for a Colorado instruction permit on or after January 1, 2027:

• Applicants Ages 15 through 17: Must complete an approved 30-hour driver education course (online or in-person) before receiving a permit. This eliminates previous exemptions that allowed 15½ to 16-year-olds to bypass the full course in favor of a 4-hour class.
• Applicants Ages 18 through 21: Must complete either the 30-hour driver education course or an intensive 4-hour driver awareness program before a permit is issued. Previously, this age group had no mandatory education requirements.
• Motorcycle Riders Under 21: Must successfully complete a motorcycle safety training program approved by the Colorado State Patrol.

Existing Rules Remain in Place

Existing Graduated Driver Licensing (GDL) laws remain strictly enforced. Drivers under 18 must still hold their permit for a mandatory 12 months and complete a 50-hour supervised driving log. Drivers under 16 years and 6 months must also complete 6 hours of behind-the-wheel training with a driving instructor.

Note on current permits: These new education requirements do not apply to individuals who obtain their learner’s permit prior to January 1, 2027, even if they test for their driver’s license after that date.

State officials urge Colorado families to plan ahead for the 2027 transition. Because driver education certificates are valid for six months, teenagers and adults 15 through 21 planning to apply for their permits in early 2027 should schedule their required courses in the second half of 2026.
